I know from experience or the research I'm able to perform, then test the market or validate it then build. I don't need to build anything to have a good feeling it will work. I had to switch my entire perspective from being a CTO/architect to understanding what it takes to actually have a marketable product. You really don't have to have anything functional at all to determine if there is any interest. This is the approach if you're not rich and don't like throwing money away, you have to work with what free options you have. If you have money to burn you can skip a few tests, but to answer your specific question in determining whether or not to throw money or time at something first, prioritize simple things to get closer to the confirmation you need. Your first big pay off should come from something you know will work, after than you can have your own venture capital fund to apply to bigger projects with less certainty/higher risk
