If you can afford it, getting any type of formalized HR help is never a bad thing depending on the founders and current management because you can address one bad habits and potential implicit culture early. But of course any firm is going to try to sell you more and more services. Your need for those services depends on how much expertise and technical help required. But generally getting someone internal to own HR sooner than later is best to keep costs down. In my experience, fractional help is useful starting at 10-12 employees. This is a great time to start but again not every company is the same. This is how you figure it out: get everyone to share if the same policy and process problems in HR keep coming up. Or is it getting harder to keep track of stuff or are you experiencing culture issues like cliques or losing people because of poor onboarding? Then I find that you better have HR systems in place by 40 employees or stuff breaks and the costs are severe. The only solid number backed by science I could find is Dunbars number. Look it up. But everything breaks again between 125-250 including the whole HR department. I managed a portfolio of companies one time for a family office. I had to set up a formal internal HR department at 30-40 employees and hired a dedicated HR manager. Then we suddenly ballooned to 75 employees and were glad we had it all in place. But all hell broke loose past 300 with stuff like lawsuits and employees doing some really bad stuff we had no idea about. It was horrible.
