He even used the classic "I can't be a scammer. Look at all the 'personal' info I provided you." Sounds like you have enough evidence to sue him. These sorts of things are usually civil matters. Yes, small claims court is an option. Your status shouldn't change, but given the current political climate... well, anything's possible. Probably no change though.
