I would contest the charges and file complaint with the BBB, Consumer protection agency or even the state attorney general. My suspicion is this is a scammer and is not licensed. Try to identify the company or person, keep the lock and all text and communication then send a 60 day written pre suit demand letter and then take him to small claims. This violates the Texas deceptive trade violation act. And if hes operating without a license, this is a crime.
