We run something similar at work and ended up with Twilio for NA and a couple other providers patched in for the problem zones, migration wasnt that bad honestly but you do need someone who knows the old API inside out cause the mapping gets weird. Cost per completed verification makes way more sense once your delivery rates start jumping around, resends are just burning money at that point
