That doesn't mean they're all bad, of course, but it's very tricky to know in advance, and even while they're working. If you want to enhance your social media presence, it might be better to hire a content creator. Someone to take great photos of your products, shoot and edit cool videos, things like that. Even make the actual ads. That's a lot easier to judge before and after, and you get an actual deliverable that you can see.
