You should have a designated purchasing person for routine supplies and someone managing tool purchases and the tools themselves. Your company is trying to operate like a company of 10 when they are a company of 120. That doesn't work. We are half your size with multiple locations and there is one person in each place authorized to make the purchases you described. If they routinely don't turn in receipts, I suspend their card. That usually works for compliance. I've also sent the auditors to them when they ask for things I am missing. Sometimes it's laziness, other times it's that they think we are making it up that someone cares about that documentation.
