You need to be able to pay for hosting costs for your projects. But, the most important thing you need is an idea. You don't just start a software development shop and start making money. If you want to just sell your skills, then get a job consulting. If you're trying to "make it", you need to build something people want, and charge them for that. You do need like $1,000 or so to get started so you can host your product while you pitch it or work on marketing to get new users.
